Rio - A consultoria internacional Economist Intelligence Unit’s (EIU) deu uma demonstração de como qualidade de vida e preservação do Meio Ambiente caminham sempre juntas. A instituição escolheu para o topo de sua ‘Pesquisa de Habitabilidade Global’ dez cidades que são conhecidas também por várias iniciativas criativas de defesa da natureza.
Ao todo, 140 cidades foram julgadas e receberam notas por sua avaliação em critérios como estabilidade social, política, cuidados de saúde e, é claro, com o Meio Ambiente. A grande surpresa da lista desse ano foi o fato de que, depois de mais de uma década de análises, o EIU tirou a cidade de Vancouver, no Canadá, do topo da relação, e colocou em seu lugar a australiana Melbourne, por alterações na avaliação do sistema de transportes dos canadenses.
Aspectos econômicos também são julgados, tanto que cidades americanas e europeias sofreram quedas, e a menor depreciação do dólar australiano foi um dos motivos que mantiveram quatro cidades do país da Oceania entre as dez mais. Todas as cidades citadas, porém, têm abordagens bastante inovadoras no que diz respeito ao Meio Ambiente.
A campeã Melbourne, por exemplo, tem o ousado objetivo de virar uma cidade 100% sustentável até 2020, com foco nos chamados “prédios verdes” — tanto na adaptação de construções já existentes como em regras para os que estão sendo erguidos. A meta foi traçada há nove anos e é periodicamente reavaliada. Outras iniciativas são o tratamento exemplar no lixo da canadense Calgary, a 5ª colocada, e a genialidade de usar calor de servidores de computador para gerar aquecimento em Helsinki, na Finlândia, a 7ª colocada.
Não só boas ideias, porém, garantem que as cidades tenham boa qualidade de vida. Segundo o EIU, o fato de as mais bem colocadas serem de porte médio ajuda no planejamento. “As cidades mais bem colocadas no ranking tendem a ser médias e terem densidade populacional baixa em nações ricas. Isso fomenta uma gama de atividades recreativas sem aumentar o nível do crime ou superaquecer a estrutura”, registrou a consultoria, em seu site.

For the first time in almost a decade of reporting liveability, Vancouver is not at the top of our ranking of 140 cities (Vancouver was in joint first position with Melbourne in the 2002 survey). Melbourne now replaces Vancouver as the most liveable city in the survey. The general conditions required for a location to be awarded a high liveability ranking continue to be well reflected in Australian and Canadian cities.
In Europe, there has been a slight depreciation in liveability driven by the current crisis in the euro zone. This is particularly the case in Greece, where austerity measures and resulting protests have driven a 2.5% fall in the score for Athens. Consequently, Athens now has a rating below those of San Juan in Puerto Rico and Montevideo in Uruguay.
The impact of the Arab Spring and civil war in Libya have also pushed down the liveability scores across the Middle East and North Africa. This is most apparent in the scoring for Tripoli (Libya), where the descent into civil war has caused such a significant deterioration in the liveability rating as to put the city into the bottom ten locations for the first time. Harare (Zimbabwe) is the lowest-scoring city at just 38.2%.
The concept of liveability is simple: it assesses which locations around the world provide the best or the worst living conditions. Assessing liveability has a broad range of uses. The survey originated as a means of testing whether Human Resource Departments needed to assign a hardship allowance as part of expatriate relocation packages. While this function is still a central potential use of the survey, it has also evolved as a broad means of benchmarking cities. This means that liveability is increasingly used by city councils, organisations or corporate entities looking to test their locations against others to see general areas where liveability can differ.
